Clearances not creating record in Reset table

I have an issue where the RPM_CLEARANCE table is updated properly with a new clearance at Item/Location level, some with, and some without reset_dates.

The issue is that records are not being created in the RPM_CLEARANCE_RESET table for some of the records and I cannot figure out why.

When I run a query where the CLEARANCE_DISPLAY_ID is in the clearance table, but not in the reset table, I get quite a few records, as stated some with and some without reset dates,

Also some are in each of the states: Worksheet, Approved and Executed.
