OAB: New Rate records are created for LE when no change in enrollment, coverage or rates

Hi

For a New Hire, after enrolling into New Hire life event, lets say we processed a Salary Change subsequently. Though the Salary change doesn't impact the medical rates, we see that new rate records are created for Medical for the Salary Change life event.

Eg: 1) New Hire 05-Oct-2017.

       Enrolled in Medical. the Medical Cvg starts 05-Oct-2017 , rates start 05-Oct-2017

       2) Salary Change on 01-Nov-17

          This is an Automatic life event. There is no salary band change in this case because of this salary change.   

          Now, Medical Cvg start stays as 05-Oct-17, but new rates records are created with exact amounts starting 01-nov-17, old rates ended 31-Oct-17.
