How to have Excel exports formatted as numbers?

Using RPAS/Fusion Client 16. Exporting to Excel ("As Seen"). When opening the Excel (xlsx) sheet, the values seem to be all text values, not numbers. Overwriting a cell makes any prior formatting disappear. I.e. if the cell showed 2 decimals before and you enter '1', it ends up '1', not '1.00' as you'd expect. Similar for percent measures. Adding a formula returns nothing meaningful since the formula doesn't recognize the cells as numbers.

How to you get a file where the formatting done in the Fusion Client is actually preserved?  When you use the "As Formatted" option for the Excel export, you actually seem to lose either the formatting or the correct values. '1.00' shows up as '1', '-100.0 %' shows up as '-1.0%'.
