FA Inbound pre ISIR PRP Patch

Since the FA Inbound run control page does not include an Aid Year parameter, are we able to load new aid year ISIR files (e.g., IDSA19op.00X) prior to the implementation of the ISIR PRP?  We would expect the records to go in suspense.
