Can EX approval buttons be configurable in Fluid like they are in Classic?

The deny button is disabled in both classic and fluid approval pages.  In fluid, the button shows up and the user receives an error message that they are not authorized for this action when they try to deny.  Then to send back, the approver has to select the 'More' button and then find 'Send Back'.  Why can't we just have Approve or Send Back as the only 2 options that show?  Classic performs the way we would like fluid to perform, only showing the enabled button selections.  Is it possible to have approval buttons to be configurable in fluid approvals,
