In R12, can the "incompete address" warning message be enabled?

We are upgrading from 11.5.10.2 to 12.2.5. In 11i, if a supplier was added and the address was not complete, a warning message was displayed. In R12, an address can be added that is incomplete and no warning message is displayed.

Is there any way to enable the "incompete address" warning message in R12?
