Note the following:

As of October 5, 2017, Siebel IP2017 patchset1 has been pulled from edelivery/ MOS Patches & Updates.

Please review the following document for details:

   Siebel IP2017 Patchset1 - Siebel Server Does Not Start, It Is Not Possible To Login to Srvrmgr, It Just Hangs (Doc ID 2314556.1).

The issue has not been replicated with Windows platform, but the Linux/Unix platform has been affected.
