EBS Financials code levels and RPC patches in 12.1.3 vrs 12.2.x ?

We are on 12.1.3 but with no RPC patch applied as yet.

We will go to 12.2.x (probably 7) some time next year.

We understand the technical differences between 12.1.3 and 12.2.x

But less clear of the functional side and the affect on the end users.

Questions on the functional side:

1.  There are no RPC patches in 12.2.x so how can we tell or compare the code level (Bugs fixed) that we have in 12.1.3 to that which we will see in 12.2.x    

Similarly if we applied RPC5 in 12.1.3 before upgrading would we be on the same / higher / lower code level than in 12.2.x?
