Acquiring the Management Agent Software in Offline Mode for windows platform

after an emcli import_update_catalog p9348486  and import_update p24746790 of a file and once the download is complete, I select the Management Agent, then click Apply. This step will stage the Management Agent software in the Software Library and make it available to the Add Targets wizard, which you will use to install the Management Agent on host machines. The error message results with archive does not exist or wrong size when trying to apply a windows 64 bit  agent ing OEM 13c R2. the verify_swlib and verify_updates were successful. The same error appears when I added the NetApp plugin. How do I accomplish a successful catalog update offline?
