Item Reclassification - allowed negative on-hand quantity item

Hi,

Could you please help to understand how system allowed reclassification of one item into another though there was no enough quantity available of From item.

Now, when we are trying to do the same, it is not allowing by throwing error of invalid quantity.

we want to understand how it allowed at previously. Could you please let us know if any setup is needed to be checked.
