Distribute loyalty card without providing physical card to customer

Hi,

i want to distribute the loyalty card using "customer_centric" method to customer in xstore where no physical card has been distributed by store,card number is generated by the system and associate it to the customer.

i did configuration changes in SystemConfig file by giving register mode = "CUSTOMER_CENTRIC" but its not generating any card number.

Does it required any CE Services(WSDL)/any other configurations changes to generate card number?

Kindly ,please suggest me on this
