Why isn't account reconciliation reopening after changed data

ARM version 11.1.2.3.500

Auto closed an account analysis reconciliation after no change in net activity.  Format requires 0 unexplained difference.  Reloaded data with a change in balance/activity.  Reconciliation still shows as closed, despite the unexplained difference line not being 0.  Expecting the reconciliation to reopen automatically.
