N4900330 Approve Shipment approves the lines with 900 backorder Status

I tested N4900330 and found if the line with 900 Status (back order or cancelled line) N4900330 Approve Shipment will still process the Shipment and update the Order and Shipment Status.

It look like this is a bug

Please let me know if you are aware of this issue and / or have anything to share.
