Sales Update Error - Number of Units Invalid

Hello, reaching out to the community for help/advice to see if or what may have changed in JDE 9.2 regarding sales update and quantity.  When we were in 8.10 we were able to add F line types with a UOM and no quantity with no issue.  Now I have orders that will not sales update with the error below.  I know that it seems obvious the fix, but am trying to determine if there was a bug in 8.10 that was allowing this to happen before or if there is something else I am missing.
