ERROR ID 0425 STATUS FLOWN NOT SET UP AT P43250 WHEN REVERSING A PO

Hi All

I have an Issue, hope someone can help me.

I´m testing the reversal PO process using a route with P43250

My route have three operations TRAN - INSP - STK

I´m trying to move the quantity from STK to an operation before but application is showing an error ID 0425 status flown not set up

My order is at the following status  LTTR = 380 and NXTR = 999

Why A´m I receiving this error?
