Error loading csv file to rate_geo table

in Oracle Transportation Management (MOSC) Question

I am attempting to load data to the Rate_Geo table using CSV file.  My csv file has the effective date and expiration date columns specified and I have data for those columns.

When I try to load the data I get an error about the dates stating they are in an invalid format.

This same csv file loaded on my QA system with no problems but production system is generating an error.

Thoughts?
