Is tax calculated for imported AR transaction if TAXABLE_FLAG is set as null?

In ra_interface_lines_all table there is the TAXABLE_FLAG, when this is set to Y tax is calculated on the imported invoice, when it is set as N it is not calculated. however  we have some interfaces that are not currently populating this field. if the field is null will tax be calculated on the imported transaction?

we are currently testing the new VAT legislation in UAE, so tax has not been previous needed on these transaction
