R12.HR_PF.C.Delta.9 and Delta 10 can we skip deploying 9?

My client is 2 HRMS PF Rups behind - RUP 9 and RUP 10. They have asked if they can skip deployment of RUP9 and just deploy RUP10 and it's prerequisites. Any advice if this is actually feasible, in my mind it seems risky.
