Integrate a 3rd party JQuery Plugin in Siebel IP 16

How do I integrate a 3rd party JQuery plugin to all the views in Siebel Open UI.? Is there a common PR file for all views in IP 16 to which the Jquery code can be added ? OR can this be done using postload.Js ?

Siebel Version is IP 16.
