Adding hyperlinks to Employee Self Service Benefit Enrollment Page?

We are changing our evidence of insurability (EOI) process for our life insurance plans where the employee goes directly to the EOI vendor's website to submit the request instead of triggering the process in ESS by increasing coverage amount.   As a result, I have changed the plan to only allow equal or decrease coverage amounts during Open Enrollment.  I want to embed a hyperlink to a document that contains the new EOI process instructions with the communication type usage message for the impacted employee/spouse life insurance plans.  I know where/how to edit the message itself but not how to create
