Intra-block row chaining optimization in 12gR2

In this blog, the author did some tests and he stated:

"Before 12.2: Next row piece can be stored in the same block only with inserts. When you run update, oracle will place new row piece into another block"

"Since 12.2: Oracle optimizes updates too"

I couldn't find any 12gR2 documentation. Would you please confirm or reference me to a document.
