Update DST when downgrading

Oracle 12.1.0.2.0 SE-2 - non-multi-tenant, just upgraded from 11.2.0.4.0 SE-1

Oracle GI 12.1.0.2.0 standalone ASM, oracle restart, no RAC no clustering of any kind

Oracle Linux 6.

In preparation for upgrading one of my prod db from 11.2.0.4, am practicing/testing the downgrade.  Have upgraded one dev db.

Following doc 1516622.1.  Execution of catdwgrd.sql is now working fine.  Next step is execution of catrelod.sql.  There, it complains about the DST version:

DOC>  The following query will cause:DOC>  - An "ORA-01722: invalid number"DOC>    if the old Oracle release is expecting a time zone file versionDOC>    that does not exist.DOC>    Note that 11.2.0.3 ships with time zone file version 14.
