instant messaging users into group

i have configured instant messaging server with messaging, delegated administrator, convergence bundle. But i have problem with users adding user as their friend.

Before i used to openfire and there is create group and add users into that group. Users don't need to add friends. is there something similar config is there?

i followed administration guide group setting but no luck. Or someone provide me iim.config.xml that included that section?
