Display only one department data in read only form

Hello,

How to Display only one department data in read only form?  I have 1) ABC Super HRMS Manager 2) XYZ Super HRMS Manager two responsibilities. If I use one responsibility ABC Super HRMS responsibility I can view all department data, enter new record, Update existing record etc. But when I use XYZ Super HRMS Manager responsibility I can only view one department information. How to achieve this? I have created responsibility XYZ Super HRMS Manager, assign newly created menu etc. My goal is if I assign XYZ Super HRMS Manager responsibility to any user they can ONLY view a record
