Why does freight handling code on sales order, not default onto transportation shipment?

When a sales order is entered, the freight handling code either defaults from customer billing instructions onto the sales order header, or it is manually entered. When we implemented Transportation, we realized the freight handling code (FRTH), does not default from the order header onto the transportation shipment.  Can someone tell me how to set this up to have this field default onto the shipment?
