Concurrent manager form spinning after 12.2.5 upgrade

Trying to open the concurrent manager and after 12.2.5 (19676458) then 21483810, the concurrent manager form just spins trying to open, but never does. We are in the process of our production upgrade and this is the first time for this issue. Your assistance will much appreciated. I'll open a SR soon as well and post it here
