How to add Values to created Reference data Set

Hi Guru's,

Please share the details of how to add values to created reference data set.

Example : I want to created Reference data set "Emp" and add few employees.

                Attach the Reference data set to Hold Code.

                so that the Custom can hold can be applied and released only by the employees in the Reference data set.

Please share the details or any alternate solution.
