Unable to connect to 11.2.0.4 database

I have a database 11.2.0.4 and an RHEL client that needs to connect to it. The database is RAC.

The client has instant client 11.2.0.4.

When I "telnet scanlsnr.company.com:1521" I see that it can connect. So there is no firewall issue.

When the client tries to make a connection to the DB then it times out and doesn't connect. It can connect to another DB(Oracle 9i) fine.

In the listener.log of the 11.2.0.4 database server I find the following entry:

04-OCT-2017 16:30:57 * (CONNECT_DATA=(SERVICE_NAME=DBNAME)(CID=(PROGRAM=php@webserver)(HOST=webserver)(USER=root))) * (ADDRESS=(PROTOCOL=tcp)(HOST=ipaddress)(PORT=40082)) * establish * DBNAME * 0
