Qustion about database compatiblity parameter between primary and physical standby

Hi,
This note says the "The database COMPATIBLE parameter values must remain the same for the primary and physical standby databases" where as the DataGuard Concepts and Administration docs for 11.2 and 12.1, both state that, the standby must be at the same or higher compatible value and the steps to change it are the same as in the doc: 834155.1,
Can someone clarify which statement is true...
