How To Reset A Siebel Tools IP2016 Oracle XE Database? (Doc ID 2175229.1)

Hi All!

Following this article, I renamed the foler C:\Siebel\16.0.0.0.0\Client\oraclexe\app\oracle\oradata\XE to XE_OLD as described in the document from support and each time I run the Upgrade Wizard Fails with the following error: ORA-12528: TNS:listener: all appropriate instances are blocking new connections

I restarted the XE services on my sandbox but each time I re run it fails.

Does anyone knows if there is any additional step to setup a new local database extract?
