UCM External Id as the user key for address

Has anyone implemented the Address External id (UCMExternalId) as the userkey in SwiPersonIO>Personal Address

If so, just wanted to understand if there are two new address with different external id coming in the request, rest of the user keys being same and street name/street addresses being different.

In such case shouldn't there be two records created with the corresponding external ids associated.

In our case it is not working as expected and hence the question. Please revert if anyone has faced the same issue.
