Spacewalk 2.4 Effno 12 XMLRPC/GET-REC

I am trying the run yum update on a new OL 6.7 install.  yum is timing out with the following messages:

Error: failed to retrieve repodata/filelists.xml.gz from ol6_x86_64_latest-20170911

       error was [Errno 12] Timeout on https://local.spacewalk.host/XMLRPC/GET-REQ/ol6_x86_64_latest-20170911/repodata/filelists.xml.gz: (28, 'Operation too slow. Less than 1 bytes/sec transfered the last 120 seconds')

On the first try about 82% of the ksplice filelists was retrieved.  On the second and third tries less than 10%.

What do I need to do to resolve this is error?
