How can I flag a sales order as not eligible for rebate (one time special price)

I would like to flag an order at order entry as not eligible for rebate accrual.  Is there a way to exclude a specific order?  This will be used for one time special pricing that has too low of a margin to allow for rebate also.

Any help is appreciated.
