October 2017 Oracle database patches for Windows missing. (26581376 and 26792358)

Patches for Oracle database on Windows October 2017 are missing.  Anyone know why?

When I browse to this URL:

I follow the appropriate links and receive:

Details for Patch 26581376 not found.

Details for Patch 26792358 not found.

When I search for the patches I get the related KB articles, but the download links yield the same errors (i.e. am directed to https://support.oracle.com/epmos/faces/ui/patch/PatchDetail.jspx?_afrLoop=411876116917070&parent=DOCUMENT&patchId=267923…

Please advise.
