Why is white paper "Best Practices for Purchases Requiring Prepayments" not valid for E1 Release 9.2

Why is white paper 1461259.1 "Best Practices for Purchases Requiring Prepayments" not valid for E1 Release 9.2? Has the functionality for prepayments changed in 9.2, or has some other white paper superseded 146159.1?

We need to demonstrate prepayments for Line Type J purchase orders before management will agree to implement it, so I wanted to do it according to the Oracle documentation and list Oracle document number as a reference, but the "Applies To" section of the white paper states Release Xe to 9.1.
