need approve a project

Hi!

In terms of current installation, when I create a new project via contracts, I don't need to approve the project, of which status is "approved" instead of "new". Now I want to bring back the process of approval, say, if I create a project via a contract, the project should be "new" instead of "approve".What should I do?
