Not able to transact a serial number

We have a serial number that we are not able to transact.  The serial number was allocated against a Work Order when it was completed.  The serial number shows in the list of available serials, and in the ohq, but when we try to transact it, the serial number is not in the list of values, and we get an error : "serial number is invalid".

I have found doc id 309710.1 relating to orphan records, but not sure if this fully matches our issue.  I have run the identification scripts and have found that there is no mark_id populated for the serial number, and there are no records populated in the serial temporary or interface tables.
