Subledger Period Close Exception Report - Incomplete Cost Management

Hello, We have 2 incomplete transaction in Subledger Period Close Exception Report for JUL-17.  I have tried running create accounting and Complete Multiperiod Accounting after opening GL and PO period but no luck. Do you know what is the issue and how can I reprocess these transactions ? Thanks.
