hello I am trying to apply a patch in windows using the omspatcher in 13.2 version of the enterprise manager am getting the below error

E:\app\oracle\product\Middleware\oms13cr2\oms\OMSPatcher>omspatcher apply E:\tem
p\25731746 -property_file E:\temp\property_file.txt

OMSPatcher Version : 13.8.0.0.0
  OUI  Version : 13.9.1.0.0
The OMSPatcher version is not applicable for current OUI version.

OMSPatcher failed with error code = 1

E:\app\oracle\product\Middleware\oms13cr2\oms\OMSPatcher>

the omspatcher version is the latest one I have any help would be appreciated
