Call an out of the box utility like pin_bill_accts from a custom Java code in BRM

I want to call an out of the box BRM utility like pin_bill_accts or pin_inv_accts from a custom Java application. Please could you let me know how can I make the calls from a Java application and pass the required parameters to the utility from the wrapper java code itself?

Please note: I don't want to call the underlying opcodes.
