Create Employment record doesn't exist under People Action

Dear Colleagues,

i have the same request as note id 396918.1

i followed the same steps but unfortunately i cannot see the element "Create Employment" under Action lov (i can see only Create Placement and Hire applicant) (see attached screenshot)

please advise ?

EBS version: R12.1.3

OS: windows server 2008 R2

database version: 11.2.0.4
