Is privilege capture included in EM13c? Or do I still need a Database Vault license?

I have EM13c monitoring multiple 12c databases.  I would like to utilize DBMS_PRIVILEGE_CAPTURE, but we don't have the license for Database Vault yet.  I saw somewhere that OEM supports privilege capture.  Do I still need the separate Database Vault license?  Please let me know if there is a more appropriate forum to post this question.  Many thanks! --Jane
