F49211 - Sales Detail Tag file record not created

Hello,

testing EDI 856 ASN transaction .. for ASN to process looks like it needs to have the order detail records in F49211 ... we are not using Transportation or Bulk systems ...

seems some Orders have the records created in F49211 and some not ... 

for missing records in F49211 ... we are not able to generate ASN ....

Question,

we have not done any set up for writing records to F49211 and not sure what Setup to be done ...

  -  why is record creation or no record creation is consistent ? 

   -  not sure about the pattern either ?

   - when and at which steps will F49211 records will be created ?
