ebs R12 Oct 2017 CPU patch 26574496 failed missing csm9652361.drv

I tried to apply ebs R12 Oct 2017 CPU patch 26574496 with adpatch, and I applied all pre-req patches successfully, still 26574496 failed with error message:

EBS version R12.1.2, database 11.2.0.4

AutoPatch error:
The following file is missing:

/shapp001/applmgr/SID/apps_st/appl/csm/12.0.0/admin/driver/csm9652361.drv

Did anyone get a similar issues like this ?
