PreEncumbrance not released on PO Cancellation

Hi,

When a user cancels a Purchase Order, and decides to not source back to the requisition, the requisition still holds a pre-encumbrance. The user cannot cancel the requisition as the source status is "Source Complete". Our assumption is that a PO Cancellation that will not source back to Requisition will finalize the requisition. The only way to release the pre-encumbrance is to run close on the unqualified requisition. Is there any other way? Is this working as design?
