Is it possible to create a soft commitment against secondary location

Is it possible to create a soft commitment against secondary location when we are raising parts request against a service work order ( No pick slip ).

Business scenario is customer is raising a part request against service work order using P17730. Points to consider here is WO header and component BP is always different. Issue location is always a secondary location. When part request is raised customer does not want a commitment to go in WO hard commitment bucket in F41021.

Is there any work around possible ?
