"Recommended" flag in update

in Using the My Oracle Support Portal (MOSC) Question

Hello

I am using Advanced Search to find new Updates for Java SE jre and I have a question regarding the "Show recommended patches only" check box.

From the documents I have found that :

Subset Filters

Show Recommended Patches Only limits the search results to only patches flagged as "Recommended." Oracle strongly advises that you install the recommended patches that apply to your environment.

My question is what classifies a patch as recommended? Does it have to do with the severity of the fixes included? Do we face any risk by installing "not recommended" patches?
