Budget Funds check is not in sync with Project Status Inquiry (PSI) commitments. - Apart from patch

Oracle EBS 12.1.3  R12.PA.B.3   We have a running SR without any success so far.  So I am hoping that maybe there will be an idea or advice that can point us in a direction.

It seems that for the  there are 2 positive entries and one negative in the PA_BC_Balances table  This is leading to commitment not getting relieved even though requisitions is cancelled. Same scenario applies for PO and AP invoice.  Our PSI Commitments is 100% correct but not the Commitments on the VIew Funds check screen.   We cannot reproduce the error or find any common issues. I happens randomly across a number of projects and it happens to documents that are revised or cancelled.
