FDM Import load error 140325

I received the following error message when trying to load to data management in PBCS:

EPMFDM-140325:You have used 90% of the allocated storage for the database. You cannot load any more data until you free up the storage. Use the Maintain Data Table system maintenance task to delete historical data and increase space

I have deleted all the historical files from previously loaded data and verified there is nothing left using workbench.  When I run a bath to run the load rules and look at the process it looks like it's running but it just sits there.  The log is blank.  I have to kill it.
