No Records in the P0911Z1

I have looked at Doc ID 664757.1 for the Journal Entry Batch Upload Process and verified that I am putting all the required information into the F0911Z1 but when I go to the P0911Z1 to look at the records there are none.  What would cause the records to show in the F0911Z1 but not the P0911Z1?
